Bush had inspectors on the ground telling him there were no WMDs. Clinton had the best guesses of the CIA, which had no spies in Iraq, and itself relied on the testimonies of refugees with agendas. Not enough to invade a country. Bush really had even less "probable cause".

I heard a great joke about how we KNEW they had WMD's - "We had the receipts!" from the '80's! But apparently all that really had been destroyed during the sanctions of the 90's, which had been much more effective than they ever got credit for being, especially from the right.
