That may be the Bush "plan" so the Republicans can maintain control in '06, but it depends rather heavily on the Iraqis being able to take over by then. We'll see if it's reality or just the latest wishful thinking from the chimpistration. By the '06 elections under that plan, Iraq may be in full fledged civil war, with our reduced troops hunkered in little "Fort Apaches". How WILL the insurgents "vote"?
