The necessary and proper clause allows the government to do things, it doesn't make any specific requirement, even an implied one.


It permits things, if that is what is necessary to carry out the constitution.

It requires things when that is what is required to carry out the constitution.

The constitution does not say that the President from time to time will shoot the breeze with the congress. The president is required to convey the state of the union and telling the truth is a necessary requirement of that duty.
