Why does the SEC allow these microcap illegal insider trading cases to go unchecked?

I've seen countless highly suspicious microcap insider trading cases go completely unchecked.

Bastards at SEC do nothing.

Trading in ZVXI on Nov 1 was highly suspect. It at least deserves an inquiry by SEC.

ZVXI averaged (prior to Nov 1) trading volume of only about 7000 shares..... but on Nov 1 trading volume was about 14 times higher than usual ... and then (surprise surprise) ZVXI has an earnings surprise (the following day) and stock skyrockets.

Is is that difficult for SEC to find the major buyer in ZVXI stock on Nov 1 and then investigate his trading activity for the year?--not difficult at all.

i think once this individual is investigated ... their activity will be highly suspect
