re: OT - You should remain concerned about government intervention unless it is in very broad form as the government's decisions become political when particular forms of energy or technologies are chosen to be favored. That's why it would be technology agnostic. Electric, hybrid, hydrogen, current 100% gas autos would qualify. The market would decide the best technology to earn the highest (most efficient) rebate. The only economic prejudice is against oil consumption.
