Would have been easy to do, and it had Iraqi public support. Recall Bush Sr. said he wouldn't let the Iraqi people down and from them to engage in as much insurgency as possible. You know what happened, all the Iraqis that supported the coalition were subsequently executed. Hence, there was much doubt amongst Iraqis that the U.S. would keep its promise this time around.
