Peter, In the days of discrimination against the black Americans, they would pool their money and pay any amount for one house in a block of a formerly all white neighborhood. The whites would then fear that their property would lose value, and sold out to other black families at a reasonable price, which converted the area to all black. Back then, they called it "block busting". It was a successful tactic for the blacks to improve their living conditions.
