I dont know about Cheney personally, but the answer to your question is this: Bush has issued an executive order banning torture generally, BUT the Executive office wants to protect its turf. The persons you are talking about are not covered by the Geneva Convention rules, thus the President can pretty much do as he pleases legally. While Bush doesnt want torture to be practiced, except perhaps under only the most extreme necessities, he doesnt want to give up the RIGHT to do it if necessary. jdn
