re: how about gas guzzle boats, what about off the road recreation veh. i remember paying the lux tax on the bmw but somehow you could buy a large boat, huge horse power and no lux tax? You are focused on the tax, and forgetting the credit. This would be a REAL benefit to many, many folks. Recreational boats use a small percentage of total gasoline... but I suppose there could eventually be an efficiency incentive there as well. I haven't thought about it but it might be the weight or length of the boat and the nmpg in some efficiency formula. Below the mean you get taxed above the mean you get a credit. Good idea!
