You are focused on the tax, and forgetting the credit. This would be a REAL benefit to many, many folks.

Recreational boats use a small percentage of total gasoline... but I suppose there could eventually be an efficiency incentive there as well. I haven't thought about it but it might be the weight or length of the boat and the nmpg in some efficiency formula. Below the mean you get taxed above the mean you get a credit. Good idea!
