re: My Landcruiser, evil SUV that it is, only gets half the gas mileage of my Saturn. But it carries twice the people. So shouldn't the two cars be taxes equally?

No, when you replace the Landcruiser you will have an incentive to look for the maximum efficiency for the people you need to carry.

The rest of your post is a straw man.

By the way, you replace the Saturn (depending on the mileage) and the Landcruiser at the same time and you break even on the tax/credit.

Funny how everyone argues against the tax but nobody against the credit. I guess it's not just an argument about manipulation in the marketplace.
