You do know that Starr was the second of three Special Prosecutors on that case, right? By the time Clinton negotiated his deal, Robert Ray had taken over for Starr.

As you know, first there was a referral to congress for impeachment. Clinton was acquitted by the Democrats in the Senate. The special prosecutor agreed to hold off a criminal referral until after Clinton's term expired.

When Clinton's term expired, he negotiated a settlement with the special prosecutor which included an undisclosed fine and the surrender of his license to practice law, among other things.
