Big Oil does manipulate prices, very much so. Big Oil includes refiners, Saudis, Exxons of the world, scheming traders like Enron and even presidents who used to be failed oil executives.

The proof is legion. Just listen to the Enron trader tapes, see how big oil has tried to limit refining capacity to keep suplies low, see how Prince Bandar offered to bring down prices prior to the election for Bush and if you don't believe me wven Bill O'Reilly says so "Big Oil is now a monopoly" he says, which means almost no competition which means they can fix prices and gouge as much as they want so long as the White House refuses to do a thing about it.
