You where the one who brought in the necessary and proper clause Only to show that the Constitution explicitly states that it includes whatever is necessary for it's provisions to be carried out. It doesn't require an exact wording of every action. Telling the truth is a necessary part of conveying the state of the union, ergo, it is required and covered by the oath of office. TP
