Italian Intelligence was feeding the story to the US in late 2001. In October of 2002, the time period you are asking about, was when Congress authorized the use of force. Of course, Bush was pretending up until almost the moment of the invasion that there was no decision made to go to war, it is pretty clear that the congressional resolution was all he was waiting for.
