ADC stores are government run liquor stores. When I was in Connecticut they still had them there. They had then in Pennsylvania a decade ago. In modern times you could buy beer and maybe wine in commercial stores, but the hard liquored is restricted to government run stores. I assume the states in which it is done believe that government employees are more trustworthy and more likely to card minors and obey the law.

I really don't know what gives any government the idea that their employees would be better than private enterprise. They may keep them around because they enjoy the profits generated by the monopoly sales of alcohol. These states typically have the highest alcohol excise taxes and are very vigilant about policing their border for smugglers driving across the border to save money on booze.

I don't know why they were named ABC Stores. Leave it to government employees to be creative like that. Here is a story that explains some more:
