Democrats in congress did not have all the intel. Why? Because Cheney's group in particular censored the intel that didn't back their case for war, and trumped up that which did. They even submitted intel to congress which had been debunked or was deemed not-credible. This they didn't tell congress. Kerry will make a speech on Monday explaining this. The Washington Post also wrote about it today in some detail.
