CNN had an article with the timeline and Bush/Powell were talking with certainty about an Iraq war back in Feb 2002, so that's before this military company ramped up, meaning that it's ramp up was not prior to public guidance (as oppose to what I had originally thought). Meaning the only two issues remain: why did Bush and Congress vote for war based upon faulty reasons (I blame both, not one) and who is responsible for the fabricated yellow powder story - was it an honest error or manipulation?
