Oh please. Bush-Cheney totally lied and intimidated congress to get them to vote for war powers. Kerry put strict conditions on his vote which Bush-Cheney agreed to then ignored. Plus, war powers did not mean go ahead and invade and occupy without a plan and sufficient allies. Get real.
