I think you misapprehend the argument. It's not about policy. It's about hypocrisy. Hypocrisy in public affairs can be a very good thing. It's the respect that vice pays to virtue. We should not have a policy of contenancing torture under any circumstances. But as adults we can recognize that it is possible that it might be necessary. There is no policy that the starving may steal bread, either, if you take my point.
