"Mass" does not necessitate tens of thousands. That's an extreme and obtuse reading of the term. The Tokyo subway sarin attack killed "only" 12 people. Nonetheless, sarin is a WMD. It has the weaponized potential to kill tens of thousands in the proper doses if deployed in the proper way. The fact that it also may not kill tens of thousands doesn't decrease its danger. Derek
