The die is cast, the war cannot be won, it must end now.

The war is over and the coalition won. The current attempt to help police the country cannot be "won" per se, at least not by non-Iraqis, without an undesirable massive human death toll (mainly of them). Given that, I would say plans to begin troop withdrawal should be drawn up and made public, along with a clear indication that the Iraqis had better start to effectively rule themselves, or suffer the consequences.
