I think you're mixing up PPC with PPCP.

PPC = PowerPC - the chip
PPCP = PowerPC Platform - another term that was used for the
CHRP = Common Hardware Reference Platform

The only way Intel or AMD could build PPC chips is to license the right from the PPC group (IBM, Motorola, and Apple) or from IBM only (I'm not sure which of the two holds the actual right to license).
