What is to prevent Java from becoming the junk that VB is?

The foundations of Java are pretty much set in stone, or extremely hard jello at the very least. Java cannot become a series of afterthoughts and add-ons whose goal it is to correct the inherent problems of the original design to meet basic standards of security, networking, object-orientation, et cetera. Java won't become junk anymore than C or C++ will become junk. That doesn't mean that there won't be plenty of garbage-quality Java development tools, but that's a different issue.

To VB programmers the underlying implementation hardly matters.

Correct, all they care about is the ease with which they can assemble an application. The fact that all of the components and services are written in C/C++ is not a concern. However, they will be surprized to discover that with Java they can explore the implementation of their components if they so choose, and they can extend them with little effort. The real death knell for Visual Basic is Microsoft way stupid goal of building their operating system services around it in an attempt to make it the de facto language for software development.
