Some reasons:

First, a lot of HP people only post because they own hp stock by virtue of being an ex-employee.

Second, the CPQ people were not especially happy with the merger.

Third, the dot com bomb in general blew out a lot or regular people and lost them a lot of money, which perforce made them less desirous of posting anywhere.

As CPQ/HP crawls back, more posters will be attracted.
