I personally am not opposed to quotas as long as the time horizon of its implementation is limited and a credible reevaluation is then undertaken.

To affect change in any society is quite difficult and the establishment in most civilizations found ways to insure that change and therefore loss of influence and control would at best happen slowly if at all.

Quotas despite their horrible reputation in establishment circles actually are the sledge hammer to affect change. They might not be the best means but often might be the only means to force the doors to open. Based on my personal experience, I don't think that racial integration in the workplace would ever have happened to the degree it has in the U.S. were it not for EEO. Similar statements can be made about access to education in India for the lower casts.

Obviously influence and access to money help significantly when running for office. Therefore it is not surprising that women and other minorities are not proportionally represented even at this time in most democracies.
