I don't pack, Solon, so I can't holster my gun. I just don't want the bad guys to be too sure about that.

The concept of what you say--(Good and decent citizens have nothing to lose through gun safety--or through reasonable limitations on gun usage)--is well taken care of already, so there is no reason to enact more laws that infringe on the right to keep and bear arms.

-The NRA and other responsible organizations teach and promote gun safety to citizens and law enforcement alike, and do not tolerate unsafe gun use or abuse.

-There are reasonable limitations on gun use. You can't use them to destroy human life or property except in defense of your own life (but not property).

What you want could be easily achieved by enforcing existing laws and putting more bad guys behind bars longer. You have nothing to fear from your neighbor with a gun collection, unless his behavior suggests that he is a bad guy. In that case, I hope you have your own defense system until he goes behind bars for bad behavior.
