"The NRA and other responsible organizations teach and promote gun safety to citizens and law enforcement alike, and do not tolerate unsafe gun use or abuse."

Inasmuch as every State regulates gun ownership and usage in a different manner--it would appear that there ARE better and worse approaches to take. As well, there are ongoing discussions and disagreements amongst rational people (including those very much in support of the 2nd amendment). This suggests that the issue is less simplistic than your post would seem to indicate.

"You have nothing to fear from your neighbor with a gun collection, unless his behavior suggests that he is a bad guy"

I don't know that most murders are committed by "bad guys". In any event, I don't want my neighbour's kids playing with his guns. My cousin lost an eye from playing with guns. It was a damn good thing it was a BB gun and not a 22. When I was a toddler on the farm my brother leaned a shot gun up against our porch while he went inside for a second. I was barely able to walk but I was able to pull the trigger on that shotgun and put a hole through the side of the porch and up through the roof. It might be debatable as to whether or not I am (or was) a "bad guy". But it is hardly debatable whether I was safe to be around guns.
