No. The Sunni insurgents attack Shiites (using terrorism as their military tactic) because of religious hatred... and because they used to be 'top dog' in Iraq, holding all of the political power, and they don't want to accept their new much lesser position. It is a civil war. We just happen to be standing in the middle of it, having both sides take pot shots at us, and using the US as an excuse in their propaganda by blaming all the problems of Iraqi society on us, and invoking nationalistic fevor in their peoples to stoke the conflict.
