No you didn't and that's the reason I brought it up.

I talked about bringing these top notch college grads for higher education to the US and then sending them back to Syria to start their own businesses affiliated to US corporations.

This is already being allowed and grants from the US are not necessary to do it. The problem is, the vast majority of Arabs/Persians etc... taking advantage of our higher schooling are from the upper echelon of the royal families. Once they return from the US that education is only being used to enable the continuation of the status quo....
