The reason that Afghanistan is relatively peaceful is that there was no power change from Sunnis to Shi'a. 80 or 90% of the population in Sunni, so there has been no post war conflict for power. It was all about just getting the Taliban the hell out of there. Sure, they pop up here and there to make everyone's lives miserable, but they are not able to divide the country into a civil war.
