Sanctions or no sanctions, Saddam was never a threat to us. as we proved decisively in 1991. We suffered more losses to friendly fire than we did to Iraqi action. He's gone now, and we should leave too. Our leaving would make the jihaddis the "foreign invaders" and remove any recruiting abilty they now possess among the Iraqis. A civil war might happen - but it may happen no matter how long we stay. I don't see why we need to be there to support the majority Shia, and the Kurds will be fine. If they can't secure their own country against equally untrained Sunnis with numbers on their side, they don't deserve it.
