I really do think it has more to do with bonding issues. In America, the way to do well is to form relationships. We are not as heirarchical or deferential to status as China. Just being very intelligent is not enough. America is not a place that reveres people just for being wise.

American culture is an offshoot of British culture, which is an offshoot of Germanic cultures.

Brotherhood is important. That's why the emphasis on sports, which teaches teamwork and cooperation, and how to resolve problems without breaking the bonds. The uppermost levels of society are full of people who played sports as children.

Teaching children to make good grades doesn't help them learn to bond with others, form relationships that will help them all their lives.
