Well no. Not exactly. I think the appearance of "not having a thinking process" can look a lot like "having a thinking process I really hate". We are talking about the same thing, but I'm merely suggesting an alternative explanation for the appearance of what you describe- unless you have actual physical proof that Bush does not have a thinking process- for example, data that he lacked a working brain would be helpful.
