And that should tell you a lot about the evidence the administration was making available. We know now that the CIA as a whole was very skeptical about Saddam's nuclear program. If the information that the administration was passing along at the time indicated they were less skeptical than the State department, then they were cherry picking the data.

That, and pressuring for a vote during an election cycle explains much of what happened. And remember, Bush had promised he was only going to use the vote to pressure Saddam and wasn't really considering force. A perfect Pinocchio moment.
