Racism, broadly defined, may be a major cause of a black underclass, but only if you consider historical racism over a long period of time (including slavery) and its indirect effects. The idea that current racism is the primary or even a major cause of the existence of a disproportionately black "underclass" is incorrect.

None of which has a lot to do with the article. The article was not mostly about why people where poor, but about why poor people suffer more in disasters. Racism is not a major direct or current cause of the extra amount of pain disasters cause for the poor. Poor people of all races suffer more in disasters then wealthier people do.
