Largely for the reasons I laid out, which you called "making this far more complicated than it is".

Disaster relief is not that complicated. However, I will agree part of the problem is too many hurricanes in one season but the heart of the problem is that FEMA was gutted and then filled with Bush appointees. Too many chiefs.........
