I don't think the ARMS are converting to fixed because: 1. most can't qualify, 2. deer in the headlight syndrome, or laziness. 3. the same kind of Humpty Dumpty mentality exhibited in virtually all current economic activity and trading: the pervasive feeling that one never has to take rational action, because "somebody" (the new Wizard of Oz Ben?, or other tooth fairies) will ride to the rescue and make it all good.
