You would begin the alliance with the true democracies and with an understated agenda.
There already is such an organization. It's called NATO. Lot of good it did in Yugoslavia until the US lit a fire under the EU.

Economic sanctions can lead to military intervention.
The US has had economic sanctions on Cuba since 1960. There was one attempt at military intervention in 1961. The Europeans and Canadians, our NATO allies, have violated them for years. The US had economic sanctions on Libya. There was one unsuccessful attempt to assassinate Khaddafi. Lotta good economic sanctions have done.

And economic sanctions hurt the populace, not the leaders. Castro is doing just fine.

First, one requires the structure for asserting the right to interfere in internal genocide.

With vetoes in the Security Council and a vote of 150-40 against in the assembly?

It starts with the idea. The idea might take decades to realize.
It's HAD decades! The UN is about 60 years old.
