Great research. I had not seen that before.

It does not go so far though as to state they will intervene and stop the genocide. You make a good point, though. The language is fancy but the action is wanting.

WMD is another area where we need to at least set up a legal footing. It seems to me that at some point somewhere pre-emptive strikes will be necessary. It is too bad that WMD were not found in Iraq. It will make the next time more difficult to sell--and the next time might be the real thing.
