The problem isn't new to this administration even if Brown did make it worse. FEMA has never been a model agency even with more competent administrators, and the problems I describe go beyond disaster relief or FEMA. They are common problems of any large bureaucracy.

That's not true. They did very well under Clinton. There were few complaints in LA after the earthquake. And as far as I know they did okay under Reagan.

Did you read any of the emails made by long time FEMA workers during Katrina? How much frustration they were feeling?

FEMA is not rocket science.......its very basic. It takes some effort to screw things up this badly. I know from experience.
