That part was unforseen. Period, to my knowledge. Saddam ran a police state and police states are quite opaque. I think in private most administration officials would have admitted that they weren't at all sure what situation they would find, except that they were pretty sure that the Iraqis wouldn't fight hard for Saddam (they hardly fought at all).

It would have been far better if they had had an Iraqi-government-in-exile to install. The Pentagon types favored Ahmed Chalabi; the State Department and CIA undermined the effort.
