Hint--send your mind ahead 30 years...
You make the irrational assumption that within 30 years the technologically advanced countries will not have developed detection and defense systems capable of handling the weapons possessed by the less advanced countries.

Will we go another 30 years without at least a small nuclear war among some of the less advanced countries? I'd be surprised at that.
