WalMart isn't alone in this practice. All retailers offer "loss leaders" like this to get people in the door. It's retail marketing 101.

Recently, I bought a paper shredder advertised at a local furniture and home accessories store for $5! I looked all over the store for them, and when I asked where they were the clerk pulled one up from behind the counter.
