Well, at some point, when they become a significant factor, something may have to be done about alt en and the hybrids, since they do use the roads. That's a long way off. There are probably very few that legally avoid taxes. Maybe a few electrics and some with homebrew biodiesel, but beyond that, they all pay. Illegally, some folks use diesel meant for generators and such, which doesn't have taxes. They put red dye in it, and they even ran traffic stops a while back, looking for folks using tax-free diesel. Syracuse found out in time and drove another car for a few weeks, and then decided to go legal.
