Ok. That means Kerry was led astray by the White House. How about intelligence agencies the world over? Were they led astray by the White House? Well, just having Kerry in that box is enough, though we can add all of Congress by your theory, and all American Citizens. Now you'll need proof that opinions from the White House were not genuinely held in order to call Bush a liar and misleader. I think you won't find it, IMHO.
