Of course.

That is their objective.

The Sunni insurgents, and the Sunni terrorist infiltrators, aim to bomb any troop concentration of their 'enemy': allied troops, troops of the Shiite-dominated government, etc.

(And, no doubt, in return increasingly the Shiite militias are targeting Sunnis.)

A fine 'kettle of fish' that amounts to a bubbling civil war.
