yes and no. ordinary vanilla consumer bandwith yes; in the overbuilt telecom of environment of 2000 to now pretty much; but the enterprise market for all optical backbone is growing again and bwng has the state of the art network and one of the best balance sheets in this industry.... also, the optical equipment mfgs are starting to perk as well...jmho....
