They gave Clinton a line-item veto. He got to use it once, on one appropriation bill. The Republicans took it to court, and the Supreme Court finally ruled it unconstitutional. Then, he just went back to vetoing entire appropriations bills and spelling out the pork that triggered the veto. A tactic Bush could use any time he liked.
