Don't count your mansions before they're bought. If you read IBD, weak support like this sometimes means that there is some sort of problem forthcoming. You're right that people would rather pay up, because a stock should trade for what it's worth. Jabil for example has a lot of institutional support because it is a first class stock. A little overpriced in my opinion, but first class nevertheless. There are two explanations for the recent weakness:

1) A problem known to some large shareholder(s). John Pino holds the majority of shares so this limits this explanation.

2) Shakeout of weak hands. IF the stock makes a cup and handle, I'm a believer.
