I really think that the ONLY check on spending at the moment is the executive's veto power. Clinton used it well, the chimp hasn't used it at all. He threatens to use his first veto to preserve his "right" to torture!

The representatives get elected partly by the amount of federal bucks they steer twoard their districts or states, especially in the red states that live on government welfare. The rest of us call it pork, but for states like Mississippi it's jobs and prosperity. It's why everyone says congress sucks, but THEIR congressman is a great guy and a patriot.
